When Hasbro designer Joe Kyde set out to include a construction vehicle in the Thrilling 30 line, he narrowed down the choices to Armada Scavenger and Generation 1 Scoop. Scavenger would've been harder to do justice as a Deluxe Class toy, and Kyde preferred the idea of an orange toy, so Scoop won out!
